According to the Ministry of Development, Industry and Foreign Trade (MDIC), 25.2% of Brazilian exports in 2015 were supported by drawbacks, although there was a 10.5% fall in export revenues using the scheme on 2014(2). These figures could be explained by the outdated bureaucracy involved in granting drawbacks and the legal uncertainty resulting from fines based on operational difficulties. It happens that this is in the past. Currently, use of drawbacks has been simplified by eliminating bureaucracy and barriers in relation to inspection.
